Why every 30 minutes
Publishing has a pace, scans have a cadence, and failures need a retry. A pass every half hour means a held page goes out at its slot, a failed publish is retried the same hour, and a new question you add is scanned before lunch. Most of a pass is reading; only the work that is due spends anything.
